As trouble looms in Oshimili South Local Government Council, Delta State, over redeployment of the Head of Personnel Management (HPM), Emmanuel Agbeyeke to the council for the second time, a clarion call has been made by indigenes of the Local Government and staff of the council for the immediate removal of the HPM.
This was contained in a release made available to journalists and signed by Comrade Okolo Ndah Victor, stressing that it is an aberration and abnormal to return the HPM to the council for the second time at this period the country is practicing true democracy.
He argued that Emmanuel Agbeyeke should be removed based on report of his involvement in maladministration and financial misappropriation of the council treasury when he served as HPM.
He alleged that Agbeyeke bribed the officials of the Delta State Local Government Commission with One Million Naira to facilitate his transfer to Oshimili South Local Government Council.
Comrade Okolo Victor stated: “I see where Oshimili South Council will be enveloped with crisis if the HPM is not transferred.”
The release revealed that when Agbeyeke worked as HPM in the council about 10 years ago, he was allegedly involved in the looting of the council treasury which led to his immediate transfer with his accomplices in crime.
It was learnt that part of the money he fraudulent looted from the council was used by him to build a hotel called Fresh Dew at Odiachi Street, Asaba and another known as Royal Garden Hotel at Sapele/Amukpe Road, Abavo.
It was also alleged that he also owns landed properties in Asaba, Abavo and across the state with fat bank accounts.
According to the release, returning Emmanuel Agbeyeke for the second time as HPM in Oshimili South Council will be an aberration and leading to celebration of corruption practices of the highest level.
However, Okolo Victor explained that as an indigene of Asaba, for peace and unity to reign in the council, it will be advisable for the HPM, Emmanuel Agbeyeke to be transferred, pointing that when (Agbeyeke) was the HPM, a lot of accusing fingers were at him over issues of corrupt practices in the council.
It was gathered that the reason why Agbeyeke worked his transfer back to Oshimili South Council was because it is one of the councils in the state where HPMS can fraudulently get rich quick without anybody questioning them.
Investigations disclosed that Agbeyeke was rejected by staff of Ika North East Local Government Council when he was posted because of his fraudulent activities.
Sources revealed that if nothing is done to transfer the HPM, Emmanuel Agbeyeke from the council, indigenes of Asaba and staffs have no other option than to organize a protest march for his removal.
Checks also disclosed that Emmanuel Agbeyeke has been boasting that nobody can remove him from the council because of his relationship with the mother of Governor Ifeanyi Okowa who also hails from Abavo in Ika South Local Government Area of Delta State.
It was learnt that a petition has been forwarded to Governor Ifeanyi Okowa as the Chief Security Officer of the State to use his good office to wade into the matter before it would go out of hand, because if not checked the council administration will be led to anarchy and disorder.
Efforts made to contact the HPM and the chairman of the council on the matter proved abortive.
