COE Warri Seeks Increased Funding To Implement Dual Mandate Policy

Following the Delta State approval of Dual Mandate Policy in colleges of education in the state, College of Education (COE), Warri has appealed to Governor Sheriff Oborevwori for the upward review of subvention allocation to the college.
This was contained in the keynote address of the Provost of College of Education (COE ),Warri, Dr Dickson Onovwakpoma Oyovwi (JP ) during the 21st convocation ceremony of the college on Saturday, 18th April, 2026.

Oyovwi noted that the implementation of the dual mandate policy will be faced with increased institutional responsibilities such as academic facilities, laboratories, library resources, ICT infrastructure and additional man power.
He therefore stated that an upward review of subvention allocation will greatly assist the college in meeting its increasing overhead expenses as well as provide the financial support required for the effective implementation of the dual mandate policy.
The provost also stated that the college needs a landscaping and proper drainage system as he noted that during rainy season, movements within the college premises becomes very difficult due to flooding, potholes and stagnant waters.
He further appealed for a well equipped health centre and an ambulance for quick and effective health management.

“This has become imperative because we now have students living on campus whose population we expect to rise in view of the implementation of the dual mandate policy and on the completion of the new 1, 600 capacity hostel.” he added.
Oyovwi also listed some of the laudable achievements so far recorded in the college since he assumed office in June, 2021 as he highlighted peace and stability in the college community as foremost among them.
He earlier commended and appreciated Governor Oborevwori for his immense support for the growth of the institution, just as he also praised Tertiary Education Trust Fund (TETFUND) and Niger Delta Development Commission ( NDDC ).
He was also full of appreciation for the Governing Council of the college for its guidance, support and co-operation.
Oyovwi did not leave out the management team, including teaching and non teaching staff of the college.
In his well articulated speech, he admonished that the graduating students should know that education is not only about certificates but also about character, integrity and service to humanity.
To parents and guardians of the students, he appreciated them for their sacrifices, prayers and unwavering support.
“Your commitment to the education of your children made today’s celebration possible,” he added.
The Chairman, Governing Council of the college, Hon (Mrs ) Shola Ogbeni Daibo had earlier in her address, appreciated Governor Oborevwori, fellow council members and the management team of the college led by Dr Dickson Onovwakpoma Oyovwi JP for the achievements so far recorded by the college.
The leadership of the college alumni in a goodwill message, congratulated the graduating students just as he charged them to be good ambassadors of the college in their future endeavors.
There were also goodwill messages from sister institutions .
High points of the epoch making event were the award of excellence to some deserving personalities and best graduating students in various courses offered by the college.
