“We Temporarily Unsealed Agbah’s Premises, He Has Till October 31 To Remove Structure” — Ughelli North Council

UGHELLI, DELTA STATE — The Ughelli North Local Government Council has clarified the compliance status of Mr. Tobore Alex Agbah’s branded vehicle and the removal notice issued over an unapproved extension attached to his shop at Post Office Junction, Ughelli.

In a statement signed by the Secretary to the Local Government, Pastor Goodluck Irikefe Unuavworho, the council said Agbah had complied with the applicable regulatory requirements regarding the branding of his campaign vehicle by making the prescribed payment.

The council said signage and outdoor advertising activities remained subject to the relevant regulatory framework of the Delta State Signage and Advertisement Agency (DESAAA), the statutory agency responsible for regulating signage, advertising permits and related outdoor advertising activities in the state.

On the unapproved structure at Agbah’s premises, the council said it had granted him a grace period, effective immediately and terminating on Saturday, October 31, 2026, being the designated Environmental Sanitation Day, to remove the structure.

According to the council, the extension was constructed beneath high-voltage electricity transmission lines and was therefore considered a public safety concern in addition to being an unapproved structure.

The council said Agbah was expected to use the grace period to voluntarily remove the structure and comply fully with its directive.

It warned that failure to remove the structure within the stipulated period would compel the council to take necessary enforcement action, including its removal, without further notice.

The council also advised individuals, organisations and groups intending to brand vehicles for commercial, political, campaign or other advertising purposes to obtain the necessary approvals and make all prescribed payments in accordance with extant regulations before deploying such vehicles.

It stressed that compliance with applicable regulatory requirements was mandatory.

On the sealing of Agbah’s premises, the council explained that it had temporarily unsealed the property following his compliance with the directive on payment of the applicable signage fees and his commitment to fulfil the outstanding requirement concerning the removal of the unapproved extension within the stipulated grace period.

It, however, warned that the temporary unsealing should not be misconstrued as approval or regularisation of the extension, stressing that the directive for its removal remained in force.

The council said its decision also demonstrated its willingness to listen to genuine pleas and constructive interventions from well-meaning individuals and stakeholders while remaining firm in its responsibility to uphold the rule of law, public safety and applicable regulatory standards.

It reaffirmed its commitment to a fair, responsible, responsive and people-oriented administration, while ensuring that applicable laws, regulations and public safety requirements were enforced in the overall interest of residents of Ughelli North.
