Rights Activist Writes Open Letter To New HoS In Delta

Dear Dr. Mrs. Mininim Oseji,

I offer you my sincere congratulations on your appointment and assumption of Office as the new Delta Head of Service.

Ma, given your impressive background, which includes your experience as National President of the Medical Women’s Association of Nigeria (MWAN) and Executive Director of the Public Health Impact Research Centre, one would anticipate that you possess the requisite skills and expertise to effectively address the challenges facing the state’s civil service.

As part of your responsibility in the overall management and administration of the Delta State Civil Service, which focuses primarily on recruitments, promotions, and discipline amongst civil servants, it is imperative for you to investigate allegations of ghost workers earning salaries in the Delta State Government, individuals suspected of receiving salaries from two separate jobs under the state civil service and civil servants that their services were unlawfully terminated.

Undoubtedly, Delta State inability to provide a substantial percentage of its youth with employment poses a growing challenge that must be addressed sooner or later, yet the State Civil Service as well as the Federal services has a large number of ghost workers, employment shortages, and instances of individuals allegedly receiving salaries meant for multiple employees with unidentified names, while millions of youths remain ungainfully employed. The results and effects on the society are the insecurity challenges coupled with incessant kidnappings and robbery. The proportion of indigenous Deltans without jobs who have advanced degrees is rapidly rising and there should be more widespread concerns about the situation that many graduates are confronted with, especially now when youths can do anything to survive.

Also, upon your assumption into office, it is imperative to conduct a critical examination of issues affecting civil servants who are due for promotion but have allegedly been denied these opportunities, particularly with regards to their welfare. Civil servants across the State should be afforded equal opportunities regarding their overall welfare, including housing, loans, and other benefits.

Madam, as the Head of the Delta State Civil Service, it is within your purview to provide and implement civil service rules and regulations as it plays crucial roles in ensuring a fair, efficient, and effective workforce. Issues of tribalism should also be addressed by your administration, where a particular ethnic group populates the State Civil Service rather than fair representations. In all, it should ensure fairness and compliance with regulations where its recruitment and deployment processes should be solely on skills and talent, not nepotism, favouritism or connection based.

Notwithstanding, your administration as the Head of the Delta State Civil Service Commission should strongly endorse the verification exercises of the Integrated Personnel and Payroll Information System (IPPIS), which has been instrumental in exposing fraudulent activities perpetrated by certain individuals within the service. However, in enforcing discipline, stringent measures should be taken against civil servants engaged in ghost work and those holding dual civil service jobs while on the payroll.

Once again, I extend my congratulations to you as the new Head of Service, Delta State Government and I remain hopeful that your administration will have a positive impact, critically resolving these challenges.
