…Assembly Passes Delta State Good Governance, Accountability Commission Bill, 2022

The Delta State 2023 Appropriation Bill of five hundred and seventy one point six billion naira has been read the third time and passed on the floor of the State House of Assembly.

The passed financial document saw an increase of the budget size with ten billion naira from the amount presented to it by the Governor.

The state Governor, Dr Ifeanyi Okowa had presented a total sum of five hundred and sixty one point eight billion naira to the state legislature for the services of the state in the 2023 fiscal year.

Chairman, Assembly Committee on Finance and Appropriation, Hon Ehriateke Ibori-Suen, while presenting the committee’s report, disclosed that the passed budget is made up of two hundred and thirty five point five billion naira for recurrent expenditure and three hundred and thirty six point one billion naira for capital expenditure.

The breakdown was against the two hundred and thirty five point five billion naira for recurrent expenditure and three hundred and twenty six point six billion naira for capital expenditure, bringing the total to five hundred and sixty one point eight billion naira presented to the House by the Governor.

Hon Ibori-Suen explained that the increase was to address some critical needs of the state in line with the goals and aspirations of the state government.

The motion for the third reading of the bill and subsequent passage was moved by the Majority Leader, Hon Ferguson Onwo and unanimously adopted.

Addressing members shortly after the third reading and passage of the Delta State Appropriation Bill, 2023, during Wednesday’s plenary, Rt Hon Oborevwori said that Governor Okowa’s well-timed presentation of the year 2023 Budget, aided the timely passage of the Appropriation Bill.

“Distinguished colleagues, I sincerely thank all of you for a job well done. We have once again successfully discharged the key function of authorising Government expenditures in line with the provisions of Section 121 of the Constitution of the Federal Republic of Nigeria, 1999 (as altered)”, he stated.

The Speaker added that;” From the presentation of the Appropriation Bill to its final Passage, you all worked diligently through the various sub-committees of the Finance and Appropriations Committee to ensure the successful passage of this Bill on time. And for this, I cannot thank you enough”.

According to him; “It might interest you to know that this is the last Appropriation Bill the Seventh Assembly will be approving and I have no doubt in my mind that we have all done an excellent job. I am very confident that the timely passage of this Bill is in line with international best practices, and that Delta State is on a good start to year 2023. I also firmly believe that this Bill will greatly impact the lives of Deltans and consolidate all the great works of our amiable Governor, His Excellency, Senator Dr. Ifeanyi Okowa, the Vice Presidential candidate of the Peoples Democratic Party (PDP) in the 2023 general elections”.

“On this note, I wish to thank His Excellency, Senator Dr. Ifeanyi Okowa, for his well-timed presentation of the year 2023 Budget which has aided the timely passage of the Appropriation Bill”, the Speaker said.

He also commended the Finance and Appropriations Committee, the Standing Committees of the House, Management and staff of the Assembly for the successful passage of the 2023 Appropriation Bill.

“The year 2023 Appropriation Bill is broken down into the following:
RECURRENT: N235,508,340,101.00 (Two Hundred and Thirty Five Billion, Five Hundred and Eight Million, Three Hundred and Forty Thousand, One Hundred and One Naira);

” CAPITAL: N336,128,570,890.00 (Three Hundred and Thirty Six Billion, One Hundred and Twenty Eight Million, Five Hundred and Seventy Thousand, Eight Hundred and Ninety Naira)”

“TOTAL BUDGET SIZE: of N571,636,910,991.00 (Five Hundred and Seventy One Billion, Six Hundred and Thirty Six Million, Nine Hundred and Ten Thousand, Nine Hundred and Ninety One Naira)”, Rt Hon Oborevwori stated.

The House also at Wednesday’s plenary, passed the Delta State Good Governance and Accountability Commission Bill, 2022 after its third reading.

The Speaker, Rt Hon Sheriff Oborevwori expressed gratitude to members for the successful passage of this Bill, saying that the Bill will no doubt promote the highest Standards of transparency and accountability in all MDAs in the State, and ultimately strengthen democracy and the rule of law at all levels of Government.

He also said that the Bill will help prevent fraud and corruption within our system and prosecute those found wanting, adding that; “I am confident that by virtue of this Bill the value for work in MDAs across the State will increase and intergrity will be the new order. On this note, I thank you once again for your commitment in ensuring that this Bill is passed today”.
