Policy Formulation, Implementation Will Reposition LGAs For Strategic Performance –Dr Ubogu

General Manager, DELSU Investment Limited (DIL), Dr. Rowell Ubogu, has said that policy formulation and implementation will reposition Local Government Areas in Nigeria for strategic performance and revolutionize the administration of Local Government.

Dr. Ubogu said this during a retreat organised by the Delta State Local Government Service Commission in conjunction with DIL at the Jubilee Retreat Centre in Warri recently.

Dr. Ubogu who was the training facilitator at the programme, said as the year was gradually coming to a close, it was pertinent for every Local Government to review their performance as regards policy formulation through predetermined strategic planning.

Dr. Ubogu stressed that, Policy formulation involved the process of identifying and crafting a set of policy alternatives, to address a problem and narrow down the alternatives, to arrive at a final policy decision.

He also said implementation is very vital, as it involved carrying out a policy decision.

He emphasized that, policy formulation and implementation are both central parts of strategic planning process, that Local Government can steadfastly run with the vision of recreating policies, geared towards performance driven condition, that will move the Local Government from the deteriorating standard in the country.

According to Ubogu, Government’s master plan for Local Government is to develop the local regions and the plan revolves around the provision of enabling quality policies which will enhance the developmental strides in the Local Government level.

Meanwhile, the Chairman, Delta State Local Government Service Commission, Hon.(Dcn) Joseph Otirhue in his address, said that the key to success in any organisation is manpower.

He said the Commission decided to carry out the Retreat to refresh participants’ memories and to restrategize for the year 2022.

Speaking further, Otirhue said, top management staff of the Service cannot afford to rest on their oars as they are the engine room of policy implementation in all the 25 Local Government Areas. Therefore, they must continue to seek ways to improve our service delivery to meet set goals.

Furthermore, Hon. Otirhue said the the theme of the retreat “Policy Development and Implementation at the Local Government Level” is geared toward endearing participants with the concept of policy formulation and implementation to enhance effective and efficient service delivery as the new year approaches.

Hon. Otirhue, therefore advised all participants to make good use of the opportunity to engage in discussions that would benefit them maximally.

The retreat organised for the top management staff of the Unified Local Government Service, was graced by the Head of Service, Sir Reginald Bayoko, who was represented by the Permanent Secretary of the Ministry of Technical Education, Dr. Moses Onoriode Bragiwa.

In his goodwill message to participants, he urged them to take the lectures seriously so as implement lessons learnt in their various Local Government Councils, so that the goal of the Commission will be achieved.

Topics considered during the retreat include “Due Process, Public Procurement Act and The Bureaucratic Principles in Implementation of Government Policies and Programmes,( The Local Government Experience)and “A Presentation On Corporate Governance, Work Ethics,Attitudes And Productivity Enhancement In The Local Government System.”

Others are Corporate Governance , Work Ethics, Attitudes and Productivity Enhancement in the Local Government System” by Dr. T. Okpidi and”Financial Management and Intelligence by Adikoro Maseph” amongst others.
