APC Plans To Buy PVCs From Delta Voters With Fake Empowerment, Obidient/OK Movement Alleges
The Delta State Coordinator of the Obidient/OK Movement, Hon. Favour Emerure, has warned Deltans against an alleged plot by operatives of the All Progressives Congress (APC) to buy Permanent Voter Cards (PVCs) from voters under the guise of offering empowerment.
Emerure, in a press statement issued on Friday, October 9, 2026, alleged that APC operatives had besieged PVC collection centres across Delta State, requesting voters’ names, phone numbers, PVCs, Voter Identification Numbers (VINs) and bank account details in exchange for promised financial benefits.
She described the alleged scheme as vote buying and warned residents against surrendering their voter cards or disclosing sensitive personal information to unauthorised individuals.
“What they are doing is vote buying and it is illegal,” Emerure said, alleging that the purported empowerment offers were intended to obtain voters’ cards and disenfranchise eligible voters ahead of the 2027 general elections.
She cited Section 22 of the Electoral Act 2022, stating that the law prohibits individuals from possessing other people’s PVCs or VINs and warning that offenders could face imprisonment.
The coordinator also cautioned residents against possible financial fraud, questioning why a genuine empowerment programme would require beneficiaries to provide their PVC details alongside their bank account numbers.

According to her, the combination of personal information being requested could expose unsuspecting residents to financial risks. She specifically warned voters never to disclose their Bank Verification Numbers (BVNs) to unauthorised persons.
Emerure urged eligible voters to collect their PVCs directly from authorised Independent National Electoral Commission (INEC) officials, warning them not to hand over their cards, provide photocopies or allow unauthorised persons to photograph them.
She further advised anyone approached with the alleged empowerment offers at collection centres to raise the alarm and report the matter immediately to INEC officials and security agents.
“Your PVC is your power. Protect it. Your vote is your future. Do not sell it for any amount,” she said.
The statement was signed by Emerure, who called on Deltans and members of the Obidient movement to remain vigilant and protect their voting rights, declaring that “a New Nigeria is possible.”
The allegations against the APC operatives were contained in Emerure’s statement and had not been independently verified as of the time of filing this report.
